4. Current Status Report on PCC
-Report on state of the Circuit, 497 players, 28 clubs, of
which 107 members are students and 8 clubs are intercollegiate.
(Representing a full quarter of current membership is collegiate.)
-Get grooms signed up which will give them USPA benefits (insurance).

charge and no chukker fees. Complete mixer.

club this past season, condition of field, best in quite a while.
160 stalls with blacktop aprons now being replaced with concrete.
8 teams for 4-6 goal 12 goal and high goal should have 8 teams
each. Sept Oct will be 6-8 goal. Nick Jones to be polo manager
again. Some improvements done to clubhouse.
Playa Grande Dennis
Geiler
Club operates 12 months
a year. Sponsor arena league mixing with other clubs. 0 goal
0-3 and 4-7 goal polo. Zero goal is a good entry level for polo.
16 students, mostly evenings. Start with lessons and then sell
them a horse as soon as possible. Encourage to come before and
after game to see tacking up and generate more interest. Playing
Thurs/Sat/Sun Heather Schubert polo manager.
Santa Rosa-Bud Dardi
30 players at 4-6 goal
level. Fields coming along well. Season from June 1st until October.
Picked up some players from Cerro Pampa.
California Polo Club
Jessica Bailey
USC and UCLA and interscholastic
team. All students join USPA with package of lessons. Trips up
to grass, Very active club with social bar b ques. Have about
a tournament a month. Has 37 members. New renovations and facilities.
Will Rogers Polo Club
Andrew Bossom
No horses allowed to
stay at club. Members now trailering in and out. Has to play
polo there, or park doesn't meet guidelines of the park. Only
equestrian sport there because no more horses allowed to stable
on property. 25 members, with visiting clubs. Raised $1.8 million
for charities for last 10 years. Also generate money for state
with parking. Playing from Mid April through September. Only
grass field left in Los Angeles County.
Barry Stout from Roaring
Fork Polo Club in Aspen.
Now has snow polo. Inviting everyone. Mount everyone. Played
in December right before Christmas in town with great social
events. Think about participating for next year.
Silicon Valley Polo club
Gary Pollack
Started an arena program.
Arena covered. 28 members, finished clubhouse remodel. Travel
schedule with Santa Rosa and Menlo. Going from 0-4 goal to 0-6
goal and in August and September will have 10 goal. Has 2 grass
fields and negotiating to get another. 160 stalls, with 130 polo
ponies and rest to other boarders. Also built a stick and ball
field to take pressure off of the other fields. Increased rental
string to 20 horses. Big push this year is corporate sponsorship.
Put money raised back into the fields. Everyone invited. Rolando
Obregon teaching and Mia di Giovanni and Cliff Ackerman helping
with polo school.
Pacific Coast Polo Club-Debra
Williamson
New club in Lockwood.
Ron Singer and his son R.J. (organic farmer) 160 acres fully
irrigated. Setting up non profit for young and old. Training
horses. Hope to bring in local high schools and grooming program.

(secondary)
Will pay even the deductible if you have primary insurance, if
not, this becomes "primary".
5. Umpire and training programs are a priority
6. We have 4 full time paid umpires and trying to develop new
certified umpires. Steve Lane is head umpire instructor.
7. USF &R wants to produce 52 weeks of polo on TV cable and
the internet
8. April 15 launching new web site. Will be able to log in on
a secure site and obtain data base information. Sort and search
by handicap, region, etc.

Club reports sent in and printed out:
Central Coast Polo Club Megan Towle, Delegate
Leasing ground at Buckley Stables,
new club in San Luis Obispo has made application with USPA. To
get more people on the central coast exposed to polo and to assist
the collegiate teams in the area. Cal Poly Polo team is on suspension
for two years, but will continue to practice at the new club.
I am also working on putting together a team from the City College,
Cuesta. Currently we have six horses, a trailer, and an arena
that is going to be completed by April 1, 2002. Our first event
is going to be an Open House on Friday, April 5 at 5 PM. We will
have an exhibition game and BBQ. We also will be traveling to
Poway on April 6th with a team. The goal is to travel every other
weekend with a team to clubs in the bay area and in Southern

Poway
Polo Club

-Poway Polo is going strong
in San Diego/Southern California.
We presently have twenty-one (21) active members of which Ten
(13) are USPA members and will be submitting four (4) student
applications within the next two weeks.
-Poway Polo has a PTF sanctioned Youth Program, that is encouraging
new young players to take up the sport of Polo, resulting in
three new members in 2001 and two in 2002.
-We have held two clinics for new first time players, three more
are scheduled for this summer & fall.
-Poway schedules new player teaching lessons on Thursday, 6:30
to 7:30 and club chukkas at 7:30 with guest players welcome.
-Polo weekends are spent either hosting Arena Tournaments or
traveling and playing in other club tournaments.
-Poway is proud of our Interscholastic 2001 National and 2002
Western Regional Championship Team
-Poway is considering hosting a USPA Arena Tournament either
National or Circuit but not decided yet what level to host.
-Poway Polo Players participate in both Grass and Arena Tournaments
at Eldorado, San Diego, Santa Barbara, California, Playa Grande
and Lakeside Polo Clubs
- Poway Players Grass ratings range from B to 2 goals and Arena
ratings range from B to 6 goals
-Poway USPA members plan on attending the USPA Sponsored Umpire
Clinic this spring and hope to have several Arena Certified Umpires
by the end of the year.
-Poway Players have donated two horses to USPA California Poly
Polo Club, San Luis Obispo
-Poway Polo invites each club to send an Arena Team to the Poway
Tournaments on 4/6, 5/12, 6/16, 7/14, 10/13, 11/2-3, we look
forward to seeing you in Poway.
San Diego Polo Club
- Tom Goodspeed, Delegate
1. Polo School and Arena re-open
April 20th. Thanks to Sandy, both USD and UCSD will be offering
a recreational polo class at the San Diego arena. San Diego will
again host their traditional open arena tournaments Memorial
Day, July 4th, and Labor Day
2. Polo School 12 year reunion/Blanca retirement party in the
planning stages for later this Spring.
3. June 9th is Open Day for summer polo. The Club is offering
0-4 goal and 6-8 goal for June-August
4. I have negotiated to have polo at the Del mar Fairgrounds
on June 27th, a Thursday. I am again inviting all of Southern
California's arena programs to come play and promote their schools.
I have the arena for the entire day. I will follow my usual format.
Juniors, Women, Club Matches, and a pro exhibition.
5. July will showcase the National USPA Rossmore Cup 6-8 goal.
6. August will again host "Thoroughbred Thursdays"
Polo & Party following the races. This is a joint venture
between the Del Mar Racetrack and the San Diego Polo Club. Last
year saw famous racing announcer Trevor Denmen as the commentator
for jockey polo. Good fun!
7. The Rancho Valencia Cup and Spreckels Cup has been moved to
September. Both of these two-week tournaments will host 4-6 goal
and 12-14 goal. This month of 14 goal follows the Pacific Coast
Open in Santa Barbara, so we are anticipating a lot of great
action in September.
All of this is complimented by our coaching chukkers, 0-2 goal
training tournaments, spring clinic, and club chukkers. So a
summer of Polo and Party. We invite you to come play for a tournament,
a month, or the summer.

Jackson Hold Horse Emporium
and Eldorado Polo Club always host the year-end tournament and
we are inviting everyone to come and play polo April 20 and 21.
Again, no charge. The games will be set up according to expertise.
Bring your own team or we'll put you on a team. We want you to
see our club and have fun.
If you're just one player and one horse we'll make it work
for you. The Polo Office 760-342-2223 will need to know if you
are coming by Wednesday noon April 17th and how many horses
from your club or just you. If you want to come in on Friday
night be sure to let us know. Should be a great weekend. Hope

Proposed Rule Change for
Rule 8 from Russ Sheldon to Tom Goodspeed, USPA Arena Committee
Chairman
This is a proposed
rule change for 2003, it has to be acted on by the USPA Arena
Committee, USPA Rules Committee and then approved by the Board
before it goes into the 2003 Rules. There will be a couple more
pending after the USPA Arena Meeting Proposed Rule Change I wish
to submit a proposed rule change to Rule 8, the proposed changes
are inserted in CAPITAL LETTERS.
RULE 8--STARTING OF GAME AND
PERIODS
a. The Umpire shall toss up
a coin before the game, in the presence of the Captains of the
opposing teams, first designating which Captain shall call. The
winner of the toss shall have the choice of which goal to defend
IN THE FIRST HALF OF THE GAME, THE LOSER OF THE TOSS SHALL HAVE
THE CHOICE OF WHICH GOAL TO DEFEND IN THE SECOND HALF OF THE
GAME. Goals shall be changed after each period of play. In the
event of an extra period, THERE SHALL BE ANOTHER COIN TOSS WITH
THE WINNER OF THE TOSS HAVING THE CHOICE OF WHICH GOAL TO DEFEND,
the CHOICE OF goals TO DEFEND shall ALTERNATE BETWEEN TEAMS after
each period. (See Rule 5.c)
b. The Umpire shall start play in any period by bowling the ball
underhand, on the ground, between the teams which shall be lined
up in parallel lines at the center of the arena, each team on
the side of the center line nearer the goal it is defending,
behind the cross of the "T" and at least 3 yards from
the Umpire.
c. The timer shall start the clock at the moment the ball leaves
the Umpire's hand
With the increased interest and arena play in outdoor arena's,
there are conditions that sometime exist where the choice of
direction may have a bearing on the outcome of a game. By allowing
the Coin Toss Losing Team the choice of direction in the second
half of the match, this allows each team to choose direction
of play equally.
I am not in favor of switching directions after each goal as
in Outdoor/Grass Rules of Play, in that for the referee/umpires/clubs
utilizing the Revised Penalty #4 (hit from the spot) it is easier
to determine if the penalty occurred in the defending half of
the arena or not. Likewise it is easier for spectators to follow
the game with the direction of play changing at the end of each
chucker.
